Program Funding
The Title IV Safe and Drug-Free Schools and Communities funds provide assistance for the following: Age and developmentally appropriate activities that address the consequences of violence and the illegal use of drugs; promote a sense of individual responsibility; teach students that most people do not illegally use drugs; teach students to recognize social and peer pressure to use drugs illegally and the skills for resisting illegal drug use; teach students about the dangers of emerging drugs; engage students in the learning process; and incorporate activities in secondary schools that reinforce prevention activities implemented in elementary schools. Activities that involve families, community sectors, and drug and violence prevention providers in setting clear expectations against violence and illegal use of drugs and appropriate consequences for violence and illegal use of drugs. Dissemination of drug and violence prevention information to schools and the community. Professional development and training as related to drug and violence prevention.
Title IV Fund Limitations:
Administrative costs
Statute states that an LEA is restricted to 2% of its current entitlement for administrative costs which includes both direct administrative costs and indirect costs. Indirect administrative costs include costs associated with human resources, budgeting, accounting, purchasing, and other fiscal activities such as auditing. Salaries and benefits of staff that supervise program staff are part of the LEA's direct administrative costs. Administration is administering programs and activities designed to enhance the effective and coordinated use of program funds such as: Coordination of programs with other federal and non-federal programs; Administration of programs; Dissemination of information regarding model programs and practices; Technical assistance, as appropriate; and Training personnel engaged in audit and other monitoring activities. Based on this guidance, the LEA should determine which duties are considered administrative and charged to the 2% cap, and which duties are considered programmatic.
